weird shape manager viewport rotation issue

Subject : weird shape manager viewport rotation issue

So I'm at a new workstation and the viewport rotation of my shape manager seems like it's restricted to a 2 axis rotation. It's driving me crazy and I can't seem to find an option for that. Anyone know whats up?
