You need to disable "silhouette" inking in the material for the leaf and enable "transparency" in the sampling tab of the lens shader.
Under the transparency tab of the toon paint/host shader you'll find this "detection threshold" tab that will allow for finer tuning the transparency edge.


not sure if this is even doable or if i'm bette off just building geometry leaves.
I'd say yes to both.  :)
