Cool. Thanks Brad. It's not a solution for this, but there are lots of goodies in the constraints.
Actually what I originally set out to do and would prefer is to simply change the angle of the parent space of a child null which is the jaw control (we call them "movers" here). The jaw control needs to be freely transformable.
This I was able to do by having a custom property just rotate a parent null by, say 50 degrees, and the jaw control null to -50 degrees. Then the Y trans of the child null (the jaw control) can drop at a different angle when needed.
This works perfectly, except that I lose control of the rot X of the jaw mover. I can't find a way around it and it seems like it should be a really easy problem.

1-Get a primitive null
2-Duplicate the null
3-Translate the duplicate away from the original null
4-Turn on both CnsComp and ChldComp mode
5-Apply a position constraint from the duplicate null to the original
6-When the constraint PPG opens, turn on the affected by scaling and orientation options
7-Turn off CnsComp and ChldComp modes
8-Rotate the constrained null... it should orbit around the other null
You can interactively adjust the position of your orbit either by animating the position constraint offset, or by turning on CnsComp and ChldComp and dragging it.
