In the mean time a workaround is to create a new ortho camera view, use rotoscope for the bg & turn the visibility options for everything off. Pan & zoom away.
 
You can isolate playback on the window for better playback.

I second this. Imo, the clip viewer is useless without this feature.

I know this may not seem like a big deal but can we please have the ability to pan and zoom in the clip viewer in the next release?  Its so frustrating that you can do it in the clip properties PPG but not in the clip viewer.
