Erik,

If you want to go the shader route the Lume "Facade" shader should be
able to do this, just be sure to set the Up Direction to 0,1,0 instead
of the default 0,0,1 (XYZ) in the shader PPG.
As far as I tested with two camera's it will not favour one over the
other.

The Lume tutorials/descriptions should be in your XSI install folder.

Maybe it will do the trick for you with simple billboards,
