This probably isn't the solution to your problem, but it's something I've noticed when viewing sequences in the flipbook.
If your animation is rendered at 16:9 full height 720x576, and you play it back in the flipbook with View>Correct Aspect Ratio checked on, the sequence can look very 'shimmery'. I guess there's some kind of hardware squashing of the flipbook into the correct aspect ratio.
If you uncheck the Correct Aspect Ratio option, everything looks ok.

Jitter enabled

No mo-blur
