The Weight Paint Panel is a single instance view. In other words, tehre can be only one per layout. To get it floating, you need to create a custom layout that doesn't have it docked on the left.

Is it possible to pop up the Weight Paint Panel as a floating window? It
seems to be possible with each and every UI element in XSI, except for
that view!
