Hmmmm Déjà vu - I too have been down this road, and yes Behaviour works easily on 2D Surfaces - to anything other means, like the boids example, writing a scripted flocking algorithm!

I'm using the Boids Behavior tut as a jumping off point for a shot we are
doing. I want fish to swim around an object, the normal Boids result, but
then randomly break away from the school and then swim towards a goal. When
they reach the goal I need the skill to change and after a short interval
the fish would return back to the school with the original swimming skill.
This seems like something that should be do-able using an HFSM set up, so
far so good.
The trouble is the Flock object has all the functionality I would need;
goals and target skills, but it appears as though Flock is designed to only
work on a 2D surface. Any (relatively strait forward) way around this?
