 you should try using a fan instead.. The localized effect works pretty well, you can also add a little variety to the motion of the wheat, by slightly jacking up the wind speed and amplitude in the hair ppg.

The vortex effect works very well to simulate a hand or some other object brushing across the tips of the wheat strands. The effect works best in you force the vortex to calculate globally
