Kris, would hair instancing do the job?

You can use vertex maps and RGB values on the instances to control instance direction

Subject: control particle orientation

Is there any way to control particle orientation through a weight
map or
something? I'm particularly interested in doing this with
particle
instances. I'm basically putting particles all over an object. I
want
to then tweak some of them to face a certain direction. Plotting
objects from these isn't really an option....there are too many.
