You are right.
The MaxDisplace setting also plays a role in the calculation of the BSP
tree, hence the speed up in rendering you experienced. This is
particularily true when using motion blur.
It sould always be set to the highest displacement value on the object.
If you have an 8 or 16 bit image to drive the displacement, and you have
a change range set to 0, 0.5, the max displace value should be set to
0.5 and no more.

are you sure?
ive managed to speed up renders considerably in the past by bringing
excessive max displacement settings down to a reasonable level?
has something changed with these settings?
From what i gather the max disp setting defines the bounding box of
the object before mental ray tessellates it.
if it is set too large mentalray assumes the object will exist in
places where it does not, this bog down its preliminary visibility
calculations.
can someone please correct me if this is wrong?

When running 4.2 (I think) we had major problems with displacement
(still do sometimes) but it was to do with a very spikey object, once
in a while would have some of it's spikes cropped. It took ages to
find a fix, but in the end we cranked up the Max Disp to something
like 300. It didn't slow the render times in any way, but it insured
the render was correct. Personally I wouldn't worry about it, as long
as it's set to a value higher than that which you want your
displacement to go.

It's alright, I've already spent too much time on this already. I'm
just going to get rid of my copy of zbrush. No need to help further.
