I've never worked with Kuper files, but any other system i've worked with (and it's usually but not always been Mark Roberts Milo) usually supplies a configuration file with information about the moco rig setup.. As all values are in local space, you need to know what they're local to - so you need a config file to show you how the rig was set up - how many degrees of freedom it has, where the zero rotations are etc.
