Rachit. you want to look at link with ( the parameter connection editor)
link the weight of a shape to a bone rotation, and then set relative values to assign the weight of a shape to different angles of a driving bone.
This is a good place to use the secondary shape modeling construction mode to get the look you want. You need to author your bone driven shape above the envelope operator in the construction stack.
The help docs should have enough on the subject
