I'd say cloth sim, bake it to a shape clip, keyframe whatever else you had in mind and mix the two, unless this doesn't achieve what you need.

Hi peeps,

Wondering if anyone has any experience of animating falling paper?
Should I go with quickstretch and keyframe animation or is dynamics
plausable? I need some overall control so I guess dynamics isn´t
the best option. Any tips on how to go about this would be appreciated.
