Thank you to everyone who answered. I determined that PNG files were the source of the problem. In this case they were 16 bit PNGs (compressed level 6). I know a lot of programs need at least double the memory to decompress a file (load the file in, and create a buffer into which to expand the compressed data). So perhaps it has to do with this.

I switched them to 16bit uncompressed TIFf and they seem to work fine.
