i get the impression that the source code bundle is for places like Weta
Digital and DD to be able to
carry on using it on linux in an already configured and pressure tested
pipeline.....
not so some bedroom coder can release it for windows

It's not a certainty. That depends on a few factors, like, how much of
the source code they are releasing (if the program has dependencies
with other ressources you need installed but are not available, you
may run into problem), the compiling instructions and the compiler (is
a proprietary compiler required? I doubt so but you just never
know...), the time that can be spent on this, and so on. Also, I have
no idea under which license is the source available, but there are
licenses that potential developers may find too constraining.
