No, but you can script it. In
the (rather short) demo we were presented, there was a way to tell a particle
to emit many dumb particles if it exeeded a certain speed, and those particles
could die when the mother particle slowed down. This particular script is not
included with the software, it was made for a production. This kind of script
will get more and more accessible once a community gets organized.
It showed me that fluid simulation is going farther away from artists.
