This looks alot like artifacts you get when the lightmap resolution
isn't ideal. It's been a while since I used it, but I'm pretty sure
the ideal lightmap resolution is the same height as your render output
and twice the width.

No displacement, and there WAS bump but I took it out and it's still
there.
Changing lightmap resolution or playing around with jittering
samples/filtertypes/AA/etc in renderoption has no effect either.

It's basically uniform, in screen space and if I zoom in it's still
about the same size as if it were like a werid mesh stuck over the
camera or something.

I'm suspecting it's because my epidermal/subdermal radius values are
small (<1) but I don't want them that much bigger because I still need a
certain amount of detail which gets lost with larger radii values.  ATM
it seems I need to increase the radii and then mess around with the
falloff which still gives it an overly soft sort of look but at least
gets rid of the artifacting.  Noodling around with a bunch of other
things in there and departing pretty far from the defaults but it seems
to be helping a bit.
