Were these products ever announced as shipping?

 

The laws definitely exist and I would doubt that Microsoft were that careless with legal matters.

Vista and Office 12 come to mind.  :)

 

As far as I know there's no law about announcing a product and having to ship it in the same quarter (unless I misunderstood what you were writing before).  At least in the US.... can't speak for other countries.
