Have you looked at CySlice from Headus?

I know some people who used it a lot during the Lost World TV series and
loved it.  UVlayout is also supposed to be integrated, which would also
be a bonus.

Whenever we get a model scan done, the low res meshes we get back from
the service never have their topology set in a way that animates well
and we find ourselves forced to rebuild new animation meshes from the
high res data. 

The irony is, the scanning service has the software that makes this
process easy and we don't! What I'm wondering is if anyone knows which
software is used for such a process, and where to buy it if possible?

Are the only real options those mega expensive CAD programs like metris
surfacer (aka paramform)?
