For outside quebec

 

You only need the proof that you have a certification of 3d animation or a part of your degree was 3d, and you have 2 years work experience.(take the pay cheques or reference letter)

And you need a contract from a Canadian company with max salary of 85K/year. That same day I drove to the Canadian Embassy in Paris, and 2 hours later I got my work visa.

Next day I left to Canada.

Not sure if that is representative though - here is my take:

 

There are 3 things you need for temporary worker/immigrant in Québec:

2 are federal governement, 1 is Québec.

 

You can't make the federal govt applications without first having the agreement of Québec (QC's special status)

 

I didn't find the Québec process any longer/complicated/difficult than either of the federal steps - in fact my experience has been very positive with them.
