CameraIndex is a bit obscure indeed... I did some tests and could not find any usable logic for it... Have you tried to look at Alain Laferriere's plugin XGS_Slate? He uses a quite convoluted method to get the current camera object from the current viewport, using a call to FindChildren for each view and each frame... If you steal his code (line 1456+), from the camera object you can get the camera display property and the current display mode.
I'm sure could optimize that using some caching system as well.
