It's a bit of a worse-case senario to write
an effect that must access the 3D scene, and
do a pass to analyse an image sequence.  Must
this tool run all in an fxtree operator? 
If it's some kind of tracker replacement,
it could for example be a command that does all
the work but just plots its result onto the  
transform 3D's position fcurve.
