the mixer for the tails sits at the sceneroot level and doesn't export with the model.
You have to save your scene with the tail driven character a child of the scene root Model

then merge your saved scene into a new scene. Use the merged model as your characters model, the tail mixer should be under your model and intact.... not ideal, but its the only way, unless someone can get import/ export mixer to work properly. I have never  used that tool with much degree of success. I fear I'm an idiot though ......
