In the Syflex plug-in for maya, it's called the wrinkle map.  I've been sorta digging in the docs for the Syflex in XSI and I don't see anything regarding it.  Essentially, it does exactly what you're talking about.  You can paint the map, let it settle, and set that as the new initial state (don't know about spring state since the map still has to be applied).  I'm on wing-duty here as well and had to use it to trim up the excess on the stretchy part of the membrane when the wing tucks.  It can be done I guess if it's working on my end.  I can't find that functionality anywhere in XSI. 

Not sure exactly what you're doing, but I've got a cool wing setup using a mix between a NURBs patch and syflex cloth, and a blend between using a wrap deformer...  If you think that'll help, I can email you the how's and whys.

I don't think I could implement this as a custom force since it would
fight the rest length and might result in instability but perhaps I am
