wxPython has a huge amount of demos/samples/widgets available, and the interactive Demo where you can modify the code on the fly and see the result is really good to learn new things. wxPython
2.7.2.0 is the latest and has some interesting new framework for complex UI (called wx.aui). It might not be the easiest GUI framework around, but it's fast, powerful and well supported, you can always achieve what you need.
I tried a bit of pyQt, the version based on Qt4 is nice, but windows binaries are only available for Python 2.5, and are compiled with mingw...
Tkinter is just too poor...
