There is a preference that controls this behavior. Check that the "Popup
Property Editors on Node Creation" check box is selected:
File > Preferences > Interaction > Property Editors/Views > Popup
Property Editors on Node Creation
Or just run this VBScript in the script editor:
SetValue "preferences.Interaction.autoinspect", True

Ok, my problem is that I no longer get pop up windows when i try to
modify anything. For example, if I press shift+D the settings window
that is supposed to let me control how many subdivisions and whether I
can make it an edge loop does not pop up. It's like that for everything,
if I add a material, i can't control anything about it, and so on. How
do I fix this?
