If you have an iPod with your purchased music on, with the latest version of iTunes if your new pc is one of your authorised ones, you can copy the music from your iPod onto the new pc.

If I'm not mistaken, you can re-download an album from iTunes Music
Store without paying for it. You paid it once, they remember what you
bought, and you can download it again. As far as I can see, this is the
only advantage of buying music from them.
