You could try syflex for something like that if you needed realism. 
I would us a low res pieece of geo based on your hi res phone cord (circle extruded on spiral)

Cage deform the low res syflex cloth cage onto your hi res geo. 
Or GATOR. 

syflex will probably give you the best control over stiffness and bend in the cord.
RBD's, I do not think would be as easy to set up as cloth would be for something like this, also because the stretch and bend of a cord is achieved all along its length where springs are based on a single pivot. You'd need a lot of springs. 

I guess it also depends on the context of your shot. 
If its simple or stylized, you could get away with animated bones, a simple constrained tail would work, compensated soft constraints would work..
