You can write a simple command script.
Select your clusters
Select components
Inverse selection.
wouldn't that do the trick?

So if I had a cylinder and it had 2 poly clusters one on both ends at the caps.
I would like to script something that would create a new poly cluster for the mid section.
I need a little push in the right direction. I am not looking for code just a nudge..
