High Velocity particle collisions

Subject : High Velocity particle collisions
I have a particle with a collision event emitting another particle. The colliding particle is at high velocity(bullets) and it is emitting a small puff of smoke particles when it hits an object. The second particle isn't emitting right on the surface of the obstacle like it should. I'm assuming that it has something to do with the first particle traveling so fast. Is there any way to correct this?
