It could be a scale problem.
 
Put the entire setup under a null and scale it up 10x.  See what happens.  Of course, you would have to adjust your simulation to compensate, but this will allow you to see if you are just working in scale that is too small.

I have a particle with a collision event emitting another particle. The colliding particle is at high velocity(bullets) and it is emitting a small puff of smoke particles when it hits an object. The second particle isn't emitting right on the surface of the obstacle like it should. I'm assuming that it has something to do with the first particle traveling so fast. Is there any way to correct this?
