Make a copy-paste from the edit menu in the AE.
Works here.

We've had that problem too. Simple workaround is to key the fcurve prior
to copy-paste operation. Agrred that it's a pain in the arse but at
least it seems to dirty the parameter properly and thus saves the copied
animation in the Delta afterwards.
