I don't think it would regulate an asset store, but it could be used to
give an indication of the quality of a particular asset, and quality
could include all the factors you listed, Kim.
There's a lot of good examples of online 'reputation' based systems -
Slashdot being one of them. I could imagine filtering Netview to only
show me plug-ins from people with a 'trust' or quality value I agreed
with.
