I've parented some shadow objects onto the bones and using them as
envelope deformers is fine.... No mesh movement. The bones in question
were being used to deform 2 objects so maybe your comment about multiple
meshes is a valid one regarding unexpected cock ups!
Enveloping to dummy objects seems the way to go!

by searching you may find advices to select the mesh and set reference
poses, instead you should select the deformers. Search for "Set Envelope
on mesh moves the mesh!" I'm not sure how bones static kine state
behaves if you envelope multiple meshes to same deformer. Personally
I've strted avoiding envelope straight to bones, there might be more
wisdom around here about the matter.
