The dongle does not have a battery. 

The version string "Ver.1.1.11 ETX" means only that the version of SPM supports ETX licensing as well as dongle licensing.

Maybe you should try resetting the dongle time, for example by running

spm_keyib.exe -F1 -t

USB Dongle, with a drained empty Battery?

I´m not quit´sure as *I think* spmdib.exe would state [Ver.x.x.x. IBU] then (IBU being the abrev.
for the USB Dongle) but this may have changed with the 64bit spm service or the build.

I only ran into "ETX" when requesting a trial license via the Spm License Manager sofar, so it may also be worth to check if you´ve a wrong/temp *.keys file specified instead pointing to your correct license.
