hi peter....

yes after testing every opportunity it is:
"struggling with the amount of fine detail you're trying to fit into just those few pixels", 
as you said. 
but that's the way we have to go.....
i only have this amount of pixels (512x512), because that's the way it is broadcasted via www.combots.com and the 4 characters have this kind of hair because the licensee is very specific. 
so, i think we worked out a way that works.....there's still a bit flickering/moire sort of thing going on, but much less......we used the hairrenderer instead of the geoshader and turned up sampling to 3/3....now it's ok...it won't get any better....they have to live with that i'd say.

so what did the double size render look like, BEFORE downscaling?
if it didnt flicker and the downscale does, that could mean that the resolution is just not enough to adequately show the detail present, and no amount of oversampling is gonna really resolve it.
It would be rather "moire" (interference) than flicker.
same as you get with tiny lines moving/rotating slowly, even more so if you have interlacing.

there is a point where its not sampling or render settings anymore, but you are rather struggling with the amount of fine detail you're trying to fit into just those few pixels.

still, you should certainly give the rasterizer a try, it used to be much better for respecting sub pixel detail.
(though I couldnt tell for v6 - it behaves differently for each major
release)

oh holger is quite fast....but i'll jump in here...

it's in the render...no simulation.....nothing animated yet, just the 
turnarounds of 4 characters...

we tried alot of aa-settings, starting with my usual default settings 1/2, 
sampling contrast 0,1
buffer gauss 2....

then i raised it stepbystep....now i'm up to 2/3 sampling 0,05 and i 
switched to mitchell 4, because the character itself looked better with 
that, but i also tried gauss and had no differences in the hair flickering.

at the moment i'm trying to use NOT the hairgeoshader, but the 
hairrenderer....i'll have to wait for the results....but it' doesn't look 
good from the first pix......
 the final resolution is 512x512pix.....i also tried to render double size 
and scale down.....no convenient results either.....

we haven't done hair in 6 and now 6.01, this is the first test.....could it 
have something to do with the version?

we're a bit stuck here....the characters are fine for the client in still...
actually we're just about to jump into animation....but since they are 
licensed characters....we will have to wait with the animation untill we are 
sure that this turnaround is exactely what will come out later....
because the licensee is quite rigorous with his characters.......

but it's flickering!

Flickers as in the render buzzes or as in the simulation buzzes. If the 
former, what are you anti-aliasing settings?
