In the end, somehow I managed to turn on the proper attribute, I think
I had the scene motion blur set to 0, and now it's .5, and it's
working. I still don't understand why some were colored and some were
not previously.

Seems there are more than one place to set up motion blur options. I am more than a little confused by the presence of Scene Motion Blur Settings under the Scene render options, then there is a Pass Motion Blur check box to enable motion blur, and finally under the Mental Ray Options, there is your motion blur attributes. It's definately a lot more confusing for me now, I don't quite understand the rationale. For example - What does Scene MB Settings>"speed" do that is different from the Mental Ray Shutter Settings? These 2 attributes to set that by their descriptions in the documentation control shutter speed. Should I leave one set to a default and only adjust one or the other?

Black?
You're looking at the motion framebuffer output and not the
output of the main framebuffer, right? If the object isn't moving, it looks
gray. You can validate this in the render region by selecting the motion channel
to view. You don't need to do a special pass for it either. It comes for free
with the main render.

I think I am still missing something. I set up a motion output framebuffer, adjusted the motion vector length based on what MR suggested, but it looks like only some of my geo is creating getting the motion color applied, while the rest are black. They are all in the same partition.
Is there some material, overrride or setting on the objects I am not aware of? I tried looking in the docs but there's not much. I am under the impression from your post yesterday that you set it up and render that pass, if there are more steps involved please let me know.
I'm confused.

You don't need it for 6.0.1. The motion buffer is already
rendered in a format suitable for RMSB. You may have to change the output format
to a 16-bit or float RGB(A) image but that's about it.
