It means you are missing the dll required to run the app. This is one of the most common .dll files I've seen that ppl are missing.
just google it up and there are a ton of sites with it available for download.

Thanks Marc-Andre but after installing the file from Soft's site, I get this error at the end of the installation:

This applications has failed to start because MSVCR71.dll was not found. Re-installing the application may fix this problem.

What does that mean? I installed the version of Python that was required on Soft's site before the download you pointed to: ActivePython-2.4.3.12-win64-x64-nopywin32.msi

Anyone have problems getting Kim's Roadkill plugin working on Win64? I have python v2.51 and Roadkill installed and I've tried both 32 bit and
64 bit flavors of XSI 5.11 and 6.01. I can't get his plugin to work in any version. Is there something I'm missing?
