Render Manager motion blur?

Subject : Render Manager motion blur?

Why are there motion blur settings available in the Global settings but they don't affect anything globally...I still have to go into each pass and turn Enable Motion Blur in the Pass Motion Blur?

Am I doing something wrong here....most likely user error.
