If he has a german passport he can work anywhere in the european
community, without havaing to suffer any more bureaucracy then local
citizens in whichever nation he ends up in.

its true about a passport, but if the guy has a visa/working permit thats a
whole different story, as those are usually restricted to the country in
question... (and possibly even just a company)
What's are his proficiencies/inclinations? I might know of a couple
places.
