We've used one here called CrazyBump:

 

 

Its a standalone app (beta at the mo) - and gives nice 3D realtime previews of the normal map.

Sorry for a slight OT but does anyone have a link to that plugin that generates estimated normals maps from textures?  I swore there was some tool for photoshop or a stand alone that did this but I can't remember for sure.
