I didn´t know one can save material libraries
seperately as *.xsi. Nice!

Having some procedural/dummy textures
is good as well (like a texture with "texture"
written into it, or "displacement")

New subscriber, long time user ;)!

For place holders, I usually use a checkerboard texture, straight out of XSi. I rename it in the same way that Tim says, as a reference to eventually plug in your custom texture map. This way, you can quickly test out your materials in rendes, withought the funky NoIcon colors!

Personal preference.

Well you could either include the actual texture in your centralized library, or you could plug a noIcon in-place.

but am not sure what´s best to minimize dependecies
(like textures, ambient/light rig settings) while making
sure the material still gives something to work with
