Well they USED to sell standalone mental ray licenses. Apparently there was a bit of a shift away from that mode of thought a few years back.

Though hearsay suggests that there are these things in 3.6 called Assemblies (similar to Renderman's ReadArchive) which might make standalone rendering rather attractive when it comes to mixed-software pipelines.
