I think you must add the cluster as an input for your operator.

For example if you want to create a custom deformer operator, add the ActivePrimitive of your mesh as an input / output. As the deformer operator will deal with points, you will need to create a cluster of point and add it as an other input.

Then use Cluster.Elements method to only deal with the points return by this method.
