You can open any xml file in a web browser for viewing. I'm not sure if it
can work out that it's xml from the content or whether it needs the correct
extension though. Most text editors will colour code the view but they would
also keep the tags visible. There's also a good few xml editors available,
many free, some good, some not so good.

If you're talking about scriptable access then there are a good number of
useful modules for working with xml that come with Python.

I'm not sure what you mean by viewing without opening.
