The RT Shader interface is aimed at game development, where programmers create custom shaders for it. In regards to this purpose it's amazingly power- and useful, offering complete low-level OGL and DX access. I doubt it was ever meant to mimic mr features.

I've been trying the same thing and have slowly come to the conclusion that XSI's realtime shader support is pretty limited. Honestly I can't get anything besides some really basic shaders to work properly.
