There's no difference - they just get applied by script/command
If you look in the SDK docs there are 3 methods: ApplyEnvelope, ApplyFlexEnv and SIApplyFlexEnv. They are all the same thing but each has different arguments for the command.
And, normally, if a command has an identical version preceded by 'SI' it's usually a silent way of using it in a script.

I apologize if it's a noobish question, but what exactly do "flexible
envelopes" do that standard envelopes don't?
