check out the "IMG Functions" in the mental ray docs, that should help you get started if you want to go the shader way.
mi_img_get_color and mi_img_put_color let you read and write directly to a texture at given texels coordinates.

The others option is to use Fxtree and make a plugin for it.
But last time I checked when you load a HDR image the fxtree seems to apply a gamma correction. I would like to keep it linear and of course in float depth.
So I am a bit stuck here.
Any ideas ?
