The couple times I've had "reasign locally" problems, I just saved the
weights to a preset file, removed envelope and reapplied it, then
reloaded the old weights. Seemed to work for me.

I've also had strange things happen if I don't hit the "Freeze
Weights" button for a very long time after readjusting a lot of the
weights.
